SINGAPORE, October 16, 2026 – Singapore and India have strengthened bilateral cybersecurity cooperation through a Memorandum of Understanding (MOU) between their national cyber emergency response teams, aimed at enhancing cyber resilience, information sharing and coordinated responses to cyber incidents.
The MOU between the Cyber Security Agency of Singapore’s (CSA) Singapore Cyber Emergency Response Team (SingCERT) and India’s Computer Emergency Response Team (CERT-In) was exchanged on Wednesday, October 14, on the sidelines of Singapore International Cyber Week 2026.
The agreement establishes a framework for closer collaboration between the two countries in addressing evolving cyber threats and strengthening their capacity to respond to cybersecurity incidents.
The MOU was pre-signed by CSA Assistant Chief Executive (National Cyber Resilience) Dan Yock Hau and CERT-In Director General Sanjay Bahl. The exchange was conducted by Dan Yock Hau and Sudhi Choudhary, Deputy High Commissioner at the High Commission of India in Singapore.
The ceremony was witnessed by CSA Chief Executive and Commissioner of Cybersecurity Gwenda Fong and Amit Shukla, Joint Secretary for Cyber Diplomacy at India’s Ministry of External Affairs.
Under the agreement, Singapore and India will enhance cooperation through information exchange, mutual assistance in responding to cyber incidents, cybersecurity technology collaboration and the sharing of strategies and best practices.
The partnership will also support capacity building and expert exchanges, while providing a broader framework for future dialogue on activities undertaken by computer emergency response teams.
Both countries will establish a joint Singapore-India Expert Group comprising senior representatives from SingCERT and CERT-In to oversee implementation of the agreement and identify further opportunities for collaboration.
The group will meet regularly, alternating between Singapore and India, to monitor progress and explore additional areas of cooperation involving Computer Security Incident Response Teams (CSIRTs).
The agreement builds on the longstanding cybersecurity partnership between the two countries, reflecting their shared commitment to strengthening cyber resilience amid increasingly complex digital threats.
Through closer coordination between their national incident response teams, Singapore and India aim to improve their ability to exchange threat information, respond to cyber incidents and develop stronger cybersecurity capabilities.
The MOU also provides a platform for expanding bilateral cooperation in other areas of CERT and CSIRT activities as mutually agreed by both sides.
