Tenaga Nasional Berhad (TNB) and Perbadanan Kemajuan Negeri Selangor (PKNS), through their respective subsidiaries TNB Engineering Corporation Sdn. Bhd. (TNEC) and PKNS FM Integrated Sdn. Bhd. (PFMI), have formalised a strategic collaboration to develop and operate a District Cooling System in Seksyen 14, Shah Alam, Selangor.
The collaboration brings together the engineering expertise and energy infrastructure capabilities of TNB through TNEC, with PKNS’ asset ownership and urban development portfolio, positioning the project as a key enabler of sustainable and energy-efficient urban rejuvenation in Selangor.
Through the project, chilled water generated from a centralised cooling plant will be supplied to buildings owned or managed by PKNS and its affiliates, as well as to tenants and lessees within the designated development area. Key areas include:
- Plaza Perangsang,
- Plaza Alam Sentral,
- SA Sentral,
- SACC Mall,
- PKNS Headquarters, and,
- Kompleks PKNS Shah Alam.
The project is also designed to support future developments within the precinct, including SA Sentral, a transformative landmark project envisioned to position Shah Alam as a leading business hub in Selangor.
The documents formalising the strategic collaboration were signed by TNEC Managing Director, Ahmad Nizam Hassan; and PFMI Chief Executive Officer, Shamshul Bahari Ahmad; marking a significant milestone in the implementation of the District Cooling System project.
The signing ceremony was witnessed by Selangor State Executive Councillor for Infrastructure and Agriculture, Dato’ Ir. Izham Hashim; TNEC Chairman, Ir. Mahathir Nor Ismail; and PKNS Group Chief Executive Officer, Dato’ Mahmud Abbas.

TNB President/Chief Executive Officer Datuk Ir. Megat Jalaluddin Megat Hassan said the collaboration reflects TNB’s continued commitment to delivering innovative energy solutions that support sustainable urban growth.

By combining TNB’s engineering expertise with PKNS’ strong urban development portfolio, we aim to set a new benchmark for integrated infrastructure that drives long-term value for communities, businesses and the environment,” Megat Jalaluddin added.
Meanwhile, Dato’ Mahmud Abbas concurred on the synergy between TNB and PKNS towards supporting sustainable urban development, stating that the District Cooling System initiative aligns with the Selangor State Government’s emphasis on delivering sustainable, efficient and future-ready infrastructure solutions for high-density urban areas, while reinforcing PKNS’ long-term strategy to enhance asset value through the adoption of environmentally responsible technologies.
Through TNEC, TNB contributes its extensive engineering expertise and experience in large-scale energy solutions to support the development of reliable, efficient and resilient cooling infrastructure. The collaboration underscores TNB’s continued commitment to advancing sustainable urban development and supporting Selangor’s transition towards greener, low-carbon cities.
